SETTLE SUES CITY ON CROSS BAYOU BOND

John Settle filed a suit this morning concerning the proper expenditure of 1996 bond funds for Cross Bayou.

Settle is asking the Caddo district court to decide if the remaining $2.8 million can be used to purchase property that is not located contiguous to Cross Bayou.

The footprint for the proposed Cross Bayou Point development includes the 500 block of Fannin Street (the old federal courthouse building), 506 Common, and the AEP meter shop at 105 McNeil. The developers want the city to acquire these properties along with others that are actually adjacent to Cross Bayou.

Settle has also asked the court to issue a temporary restraining order(TRO) against the city of Shreveport to prevent the execution of a binding Memorandum of Understanding(MOU) with the developers until there a ruling on his suit.

Settle is a retired attorney who regularly attends Shreveport city council meetings.
