On May 6 the Shreveport Caddo Metropolitan Planning Commission (MPC) approved a subdivision plat to allow the construction of a daycare facility at 12 Oaks subdivision.
The 12 Oaks Homeowners Association (HOA) has appealed this action to the Shreveport city council. This appeal will be on the June 23 agenda.
The HOA has obtained over 80% of the households in the subdivision on a petition opposing this action.
The HOA asserts that the end result will be a curb cut on Ashley River Drive in an area within the subdivision gates.
Homeowners are very much concerned that the increased traffic on this street will aggravate a major traffic problem in entering and exiting the subdivision from Flournoy Lucas Road.
There have been numerous accidents in the past several years in the immediate vicinity of this intersection.
The Louisiana Department of Transportation (LADOTD) is to conduct a study of the intersection to determine if it meets the requirements for a traffic signal. This is to be conducted in the fall once public schools re-open.
If the council approves the subdivision plat, the MPC staff must approve a site approval plan for the proposed daycare facility. During that process, ingress and egress issues will be explored in more detail prior to the approval of any curb cut to be allowed for use by the city or LADOTD.
