The review process has now begun. The review is done by committee.
The committee members are: Parish Administrator, Parish Attorney, Commissioner President and six citizens.
This review is done every four years. Any committee recommendations passed by a simple majority are presented to the full commission body.
The commissioners vote to determine if the voters will have a vote on any of the committee recommendations.
Since the Charter controls the commissioner pay, the duty, authority and managing of the parish, commissioners rarely approve any change that reduces the power of the commission to the vote of the people.
This concern of appointing "Wild Citizens" to the committee is documented in the minutes of year 2016. The suggestion made in those minutes for the commission to do a better vetting of the citizen appointments, is stated.
The charter intent for it to be a citizendriven document exists in thought only, not action.
Commissioners can't trust citizens without a thumb on the ballot.
