Many property owners in the Cypress-Black Bayou (Cypress Black-Bayou) Recreation and Water Conservation District have been unhappy for quite some time with its executive director and the Board of Commissioners.
The acrimony has reached a new level with a recent Louisiana Attorney General's opinion.
By letter dated July 10, Robert Berry was advised that he was violating Louisiana's prohibition against dual office holding. Berry is serving as a member of the board and as executive director.
Louisiana law prohibits the holding of incompatible offices. Berry is the executive director and serves as a commissioner.
The Attorney General, the Bossier Webster District Attorney or any Louisiana citizen can file litigation to force the removal of Berry from one of the two positions he holds.
Berry is highly paid as the executive director. His 2014 salary of $78,000 has increased to $127,000 in 2018.
It is unknown at this time what actions will be taken by Berry and/or the Attorney General's Office or that of District Attorney Schuyler Marvin.
