CADDO COMMISSION DEMOGRAPHER DOES NOT REPORT ALL ETHNIC GROUPS
The Caddo Commission hired the Data Center of Kenner, Louisiana to assist in the redistricting of commission districts based on the 2020 census. Cecil Floyd is the founder and president of this company.
Floyd gave a presentation to the commission yesterday (Mon. Jan. 3) on his company, touting his qualifications, experience and his reputation.
He provided a 9-point criteria sheet for redistricting and a chart of the population in each of the 12 commission districts based on the 2020 census.
The chart listed the population of each district with a breakdown of black and white voters.
Unfortunately, the chart did NOT provide population numbers of other ethnic groups including Hispanics and Asians.
Floyd listed the total number of residents in Caddo Parish. The chart did not account for 19,093 persons who are not black or white.
The district residences of these non-black, non-white persons will be critical to the redistricting.
The chart shows that currently District 10 is 51.7 1% black, which numerically means that currently there are seven black districts versus six.
