John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

John is published weekly in The Inquisitor, bi-monthly in The Forum News, and frequently in the Shreveport Times.

He enjoys addressing civic groups on local government issues and elections.

 

SHREVEPORT CITY COUNCIL AGENDA VIOLATES OPEN MEETINGS LAW

The purpose of the Louisiana Open Meetings Law is to allow individuals to observe and participate in the deliberations of public bodies.

Public bodies must be open to the public unless closed for executive sessions.

Additionally, public bodies must provide an opportunity for public comment PRIOR to action on an agenda item upon which a vote is taken. This requirement applies to adoption of minutes of a prior meeting.

Item 4 of the standard template used for Shreveport City Council agenda reads "Approval of Minutes: Administrative Conference/City Council/Special Meeting."

Item 7 B. is public comments.

Obviously, any comments on the minutes of prior meetings can NOT be made until after the confirmation vote of the council.

This standard agenda template does NOT conform to the requirements of the Open Meetings Law.
