John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

John is published weekly in The Inquisitor, bi-monthly in The Forum News, and frequently in the Shreveport Times.

He enjoys addressing civic groups on local government issues and elections.

 

DOES SHREVEPORT CITY ATTORNEY TAKE PTO FOR WATERWAY AND LEVEE BOARD MEETINGS

It’s not a hard question.

But two emails to Shreveport Chief Administrative Officer Henry Whitehorn inquiring have not been answered.

Ron Lattier is the Shreveport City Attorney.

His salary after the recent 13% pay raise in now in excess of $169,000.

The city attorney is an unclassified employee.

When appointed, Lattier was authorized to maintain his private practice of law.

Before his appointment as city attorney, Lattier represented the Caddo Levee Board, and he still does. The board meets monthly during the business day.

Lattier is paid to attend the levee board meetings.

Lattier also serves as a commissioner on the Red River Waterway Commission.

The Commission meets monthly in Natchitoches on a weekday. Commissioners generally drive down on the day before the meeting and stay overnight at the expense of the Commission.

Lattier receives a stipend for his Waterway meetings.

Whitehorn was asked in the emails if Lattier had taken personal time off (PTO) to attend these meetings.

The city's director of communications Marquel Sennet advised that unclassified employees must use PTO to do other activities. Her email requested that media requests/inquiries to be directed to her and Mr. Woodley. (Joe Woodley is a contracted attorney that handles public records requests.)

Emails to Sennet and Woodley asking for documentation of PTO by Lattier to attend the levee board and commission meetings was returned by Woodley advising they must be sent to Lattier.

So back to the original questions sent by email to Whitehorn on Feb. 25 of this year with a follow-up on Mar. 3 that have yet to be answered.

Simply put, has Lattier drawn double pay from the Caddo Levee Board and the City of Shreveport for attending levee board meetings during the workday?

And does he draw double pay for traveling to and from Natchitoches and attending meetings of the Red River Waterway Commission during the workday?
