Caddo Commissioner Stephen Jackson was arrested on Saturday, Jan. 7, by the Bossier Police Department on the felony charge of false impersonation of a police officer.
On Monday, Jan. 9, Jackson held a press conference at Government Plaza to address the arrest. Jackson stood in front of the chamber anteroom wall that has the pictures of the 12 Caddo commissioners.
The press conference dealt solely with Jackson's personal issues, not commission business.
Both the Shreveport City Council and the Caddo Commission have adopted identical resolutions to regulate the use of the Government Plaza Chamber and the adjoining conference rooms.
These resolutions restricted the use of these facilities to the city council, the commission, the Metropolitan Planning Commission, the Louisiana House of Representatives and the Louisiana State Senate.
The resolutions also established a Government Plaza Chamber Standing Committee, consisting of three council members and three commission members to oversee the operation of the chamber and the adjoining conference rooms.
The standing committee is urged to promulgate rules concerning the use of the chamber anteroom as well as the overflow area adjacent to the chambers.
Clearly, the use of any government facility for a press conference concerning personal, non-government issues is inappropriate.
