He called it a draft.
The letter from Caddo Commission president Roy Burrell was on the commission letterhead that listed all 12 commissioners.
Burrell signed the letter.
The first sentence read, "The Caddo Parish Administrator Dr. Woodrow Wilson and I have been directed by commissioners to … ensure that Mr. John Settle be prohibited from attending Caddo Commission meetings."
The letter was dated Jan. 18.
At the commission meeting on Jan. 19, the commission was advised that the administration did not approve of the letter.
At that same meeting, many commissioners stated on the record that they had not been contacted nor did they agree with the letter.
The Caddo Parish Sheriff's Office advised that, absent a court order, it would not enforce the ban nor prevent anyone attending a public meeting.
Burrell was busted in front of God and everybody.
Not the best start for Burrell as commission president.
But that's not all.
Burrell appointed commissioner Steven Jackson as chair of the Juvenile Justice Committee after the media widely reported that Jackson was the subject of a domestic protection order for stalking and after Jackson was arrested on a felony charge of impersonation of a law enforcement officer.
The cherry on top of the Jan. 19 meeting was confusion on the vote for a commission vice president at its prior meeting.
So far, Burrell's much self-proclaimed ballyhoo over his prior service as a Shreveport council member and a state legislator has not instilled much confidence in his leadership abilities as commission president.
