Reportedly, Wendell Delaney witnessed many absentee ballots in the recent Caddo Sheriff election. 

A question has been asked if Coach Delaney delivered the absentee vballots he corralled by hand to the Registrar's office or a polling place.

Did he follow the correct procedure for delivery of the ballots?
