SHOULD CADDO COMMISIONERS JOHNSON AND GAGE-WATTS RECUSED ON LIGHTHOUSE PROJECT VOTE?

The Caddo Commission approved funding of two Lighthouse Projects at its meeting yesterday.

Morningstar Baptist Church will receive $250,000.

The Highland Center will also receive $250,000.

Caddo Commissioner Lyndon Johnson is a deacon at Morningstar.

Caddo Commissioner Stormy Gage-Watts is a member of Morningstar.

Both these commissioners voted to approve the $500,000 funding, which was in one ordinance.

Neither commissioner declared their relationship with the church.

Neither commissioner recused from the vote.

Was this vote by each commissioner a conflict of interest?
