It’s a long-playing record--and a bad one at that.
Once again, Shreveport Council chair James Green showed out at yesterday's council work session.
Green acts as if the council rules of procedure, Roberts Rules of Order, and the Open Meetings Law do not apply to him.
Green's latest antics were on full display yesterday.
Initially, Green ignored a proper Point of Order call by a council member when he was making remarks that were totally out of order. Green continued his tirade ignoring a basic Roberts Rules of Order procedure that is intended to stop discussions.
Then Green chewed out Jon Glover, for a second time in recent months. Green did not like the fact Glover was whispering to Nita Steele who was sitting next to him. Nothing in the council rules of procedure precludes whispering in a non-disruptive fashion.
Then Green threatened to have this writer removed from the chambers for calling out that the comments from the horseshoe could not be heard by those in the chambers. Seemingly, Green does not care if the comments of council member Tabatha Taylor and others at the horseshoe cannot be heard by those in the chambers and those watching on a livestream. The Louisiana Open Meetings law dictates that council comments be audible during council meetings.
Green acts like the council chairmanship gives him unlimited rights to act as a dictator with no restraints.
It’s no wonder that Green has now found himself in a council voting minority and that his actions are the subject of an independent investigation, public scrutiny of his events outside the council chambers, and complaints to the Louisiana Ethics Administration.
