WHERE REGISTRAR SIBLEY CAN FIND FELONS, INTERDICTS AND DEATHS FOR PURGE VOTER ROLES
Here are the sources of information needed to purge voter roles:
1. The Caddo Clerk of Court sends monthly reports of all Caddo felony convictions as required by Revised Statute 18:171 A. to the Caddo Registrar of Voters.
2. The Caddo Clerk of Court sends monthly reports of all Caddo interdictions as required by Revised Statute 18:172 to the Caddo Registrar of Voters.
3. If requested, the Caddo Sheriff and the Caddo District Attorney are mandated by Revised Statute 171: B. (2) to send felony convictions information to the Caddo Registrar of Voters.
4. If requested, the Department of Public Safety and Corrections is mandated by Revised Statute 171: B. (2) to send felony conviction information to the Caddo Registrar of Voters.
5. The Department of State is mandated by Revised Statute 171:C (4) to send quarterly reports to the Caddo Registrar of Voters felony conviction information, which the Department of Public Safety and Corrections is required to send to the Department of State.
6. The parish health officer is mandated by Revised Statue 173 B. to send notice to the Registrar of Voters of the death of each person in the parish. The Caddo public health officer advises that this statute is not complied with--only that it prints death certificates and directly sends them to the Department of Vital Statistics.
7. Revised Statute 18:173 C. (1) mandates that the Louisiana Department of Health shall send information concerning the death of any person over 16 years who have died in a parish to the Department of State. Subsection (2) mandates the Department of State to cancel the voter registration of a decedent and advise the Registrar of the parish to which the voter was registered of such cancellation.
Subsection (3) provides that the Department of State is to provide additional information on deaths monthly to the Registrar to assist in the cancellation of voter registration.
8. Revised Statute 18:173 (D) mandates that the Registrar of Voters to "search obituaries for deceased persons whose registrations were not canceled." If the obituary notice provides sufficient information to identify the voter, the Registrar is to cancel the voter registration.
These statutes provide efficient venues/sources of information for the Caddo Registrar of Voters to access information needed to cancel the voter registration of most parish felons, fully interdicted persons, and registered voters that have deceased.
