WHY DID THEN CAO WHITEHORN NOT CORRECT ALLEGED CURRENT OVERBILLING OF WATER BILLS?

Shreveport attorney Jerry Harper appeared before the Shreveport City Council on Monday, Feb. 26.

He discussed his findings on the current billing practice of Shreveport Water & Sewer Department.

He elaborated on his topic in an appearance on KEEL Radio's Mike and McCarty show this morning.

Harper asserted that Perkins' administration instituted a new method of overbilling after the conclusion of the water billing class actions. He stated that he sent a detailed letter to the city's attorney in April 2021 concerning the new irregularities in billing which he said were systematic.

Harper offered, at no cost, to meet with city officials to review his findings and assist in correction of the water billing practices. According to Harper, no one from the Perkins administration ever contacted him.

Henry Whitehorn was the Chief Administration Officer in 2021. In that capacity he was responsible for the overall operations of the City of Shreveport which included the Water & Sewer Department.
