Many Shreveporters are upset, disgusted and/or nonplussed by the nonperformance of the Millennium Lease by Curtis "50 Cent" Jackson. Despite the many "excuses" that have been floated, it is a fact that NO film production has occurred in this location. The lease was signed on April 18, 2024.
Despite the fact that the City of Shreveport has a right to terminate that lease, no action has been taken. One justification of nonaction has some merit--savings to the city of $250 grand for upkeep, utilities and insurance annually. Admittedly the uses for this facility are somewhat limited unless someone wants a downtown temperature controlled warehouse.
The Expo Hall lease contains the same language that G-Unit is to use commercially reasonable efforts to provide assistance to underemployed or unemployed residents through various activities. Additionally, G-Unit is to spur economic development by utilization of local vendors from small, women-owned and or minority businesses in Shreveport "when available on market rate terms and conditions."
The proposed lease gives the City the right to terminate the lease if Jackson fails to utilize the facility for a period of 180 (consecutive) days. This requirement can easily be satisfied by Jackson since the permitted uses include seminars and general business meetings.
At least Jackson is required to cooperate with SPAR and the tourist bureau to allow "the occasional use" of the Expo Hall property for parties, events and programs. Any third party lease from Jackson is subject to his scheduling of business operations and planning along with the execution of a lease on reasonable market terms and conditions.
