CAN ANTI-TRUMP/MUSK  RALLY USE COURTHOUSE SIDEWALKS FOR RALLY WITHOUT A PERMIT

As part of a planned nationwide protest the Hands Off! movement has planned a rally for this Saturday, April 5. The rally will be from 1-3 p.m. at the Caddo Courthouse. There is some social media chatter that there may be a PRO Trump/Musk rally at the same time.

The courthouse block at 500 Texas is owned by the parish.  The parish ownership does NOT include the sidewalk around that block. The City of Shreveport owns the sidewalks.

Caddo Parish ordinance 6017 of 2020 provides that "no persons. group or association shall use the grounds or steps of the parish courthouse for rallies, meetings, exhibits, or other gatherings" without a parish issued permit.

Thus, any activities such as the Hands Off! protest within the 4 sidewalks including the courthouse steps on both sides of the courthouse must have a permit. If the group just walks on the sidewalks around the courthouse, NO permit is required.

HOPEFULLY, 7 CADDO COMMISSIONERS CAN SLEEP BETTER TONIGHT
